		<description><![CDATA[Welcome to the HOME of the La Habra Lions Pop Warner Football, Cheer, and Challenger Programs!   About us La Habra Pop Warner was founded in 1969 by five community minded individuals who recognized a need for a youth sports football program in La Habra. For 43 years the program has been going strong. On average the program serves up to 500 children annually. The season begins in August and completes by November. An active Board of Directors comprised primarily of current and former membership parents and a cross section of the local community oversees all league business and activities as well as team structure by way of by-laws and policy and procedures. All board members are volunteers. There is no paid staff. All Team Staff are composed primarily of current and former membership parents and a cross section of the local community to oversee all team activities including child supervision and safety, fundamental instruction and fund raising. All coaching staff are carefully screened individuals that demonstrate knowledge of the sport, fairness and a coherent approach to achieve instructional goals, objectives and outcomes.  All volunteers must meet a code of ethics on a governing body and league level and are subject to a background check in order to serve. Our volunteers care about your children. We have been working hard for 43 years so that families can enjoy the program</strong></h2>

La Habra Pop Warner operates an associate of Pop Warner National. As a affiliate of Wescon region. Our governing body is Orange Empire Conference (OEC)League bi laws and policies and procedures are on file with our governing body</strong></h2>

<h2 align="center"><strong><span style="text-decoration: underline;">La Habra Pop Warner, The Business</span></strong><strong><br />
Organized youth sports operating under a non-profit 501©3 status must comply with federal guidelines. La Habra Pop Warner applies best business practices by: operating under an annual budget which is developed through a projection of cost of business vs calculated membership, tax filing on an annual basis, a CPA developed annual audit summary, and use of governing body suggested book keeping system. Transparency of bi laws, policies and procedures and book keeping under the IRS Charities &amp; Other Non-Profits procedures are practiced</strong></h2>

<h2 align="center"><strong>Directors are volunteers who much comply with an annual background check. The program is volunteer driven, there is no paid staff. Admin expenses are limited to cost of doing business. La Habra Pop Warner is in good standing with our governing body and Federal agencies. There are no audit issues. La Habra Pop Warner is an associate of the City of La Habra Sports Affiliate which is overseen by the Recreational Manager and Community Services. LHPW is granted facility privileges through compliance of under a contract with the city known as the sports affiliate policy. Representatives of LHPW are requires to attend quarterly meetings that include representatives of all youth sports programs in La Habra. Communications include facility updates, determination of program needs and fees associated with facility usage such as park upgrades and electricity. Annual budget is filed with OEC and the City of La Habra</strong></h2>

<h2 align="center"><strong><span style="text-decoration: underline;">Economics</span></strong><strong><br />
For many years La Habra Pop Warner took pride in keeping its registration fees to a minimum in order to keep the program affordable for families. Given the current economy, our program like many non profits has been negatively impacted due to reduced donor giving and fundraising participation. In order to meet program expenses and provide the best program possible it was necessary to raise registration fees in 2012.</strong></h2>
<p>La Habra Pop Warner (La Habra Junior Athletic Association) is a community non-profit 501©3 which operates through funds generated by four major income sources</p>
<ol>
<li><strong><span style="text-decoration: underline;">Registration</span></strong>- all funds collected through registration events and subsequent sign ups.</li>
</ol>
<p>2. <strong><span style="text-decoration: underline;">League Fundraisers</span></strong>- including vendor commission, opportunity drawing sales, corn festival, league sponsors, cookie dough, turn around bus trips, restaurant commissions, special events such as bowl games hosted at Esteli Field.</p>
<ol>
<li><strong><span style="text-decoration: underline;">Red Line</span></strong>- flat league fee assessed per child.</li>
</ol>
<p>4. <strong><span style="text-decoration: underline;">Snack Shack</span></strong>- concession sales and investment of future food service equipment</p>
<p><strong>The following is a summary of expenses that your registration dollars fund:</strong></p>

<li>Publications/ program outreach, forms, receipts,</li>
</ol>
<p>2. OEC fees- referees, flat fee per child, dues, player liability insurance</p>
<ol>
<li>Equipment- Player and Cheer uniforms and related items such as helmet reconditioning, jerseys, decals, safety gear, mats, etc.</li>
</ol>
<p>4. Little Scholar- academic awards related to activity such as metals and certificates and publications</p>
<ol>
<li>Weigh Master- field prep, scale calibration and maintenance, ink for schedules generated, storage unit, golf cart, barricade tools, scoreboard maintenance, emergency kits, portable restrooms for practice fields</li>
</ol>
<p>6. Facility Fees- accessed by the City of La Habra such as lighting and facility maintenance etc.</p>
<p><strong><span style="text-decoration: underline;">League Donor/Sponsors/Fundraisers </span></strong>income funds the following administration tasks and league events expenses</p>
<p>President- League travel representation from football and cheer, background checks, league telephone,<br />
Treasurer- expenses related to position, copies, software, accounting &amp; legal fees, board insurance, bank fees, registration refunds, supplies etc.<br />
Secretary- expenses related to position, copies, postage, software, supplies etc.<br />
Publicity- donor recognition, website, event publications, parade, alumni scholarships, opening ceremonies, education programs<br />
Fundraiser- Opening day carnival day for the kids<br />
Cheer- cheer expo, communication publications etc.</p>
<p><strong><span style="text-decoration: underline;">Red Line</span></strong> funds- team trophies and supplements registration expenses</p>
<p><strong><span style="text-decoration: underline;">Snack Shack</span></strong><br />
Food sales generate income<br />
Equipment expenses reinvest in program income goals.</p>

<p>The overall goal of the program is to serve children ages 5-15 with fundamental football and cheerleading instruction. Generating funds through league fundraisers and donor relations is vital in order for the league to meet its expenses related to program goals including expenses such as dues, flat cost per child, Little Scholar expenses and fees that are required by OEC, the governing body of LHJAA.</p>

<h1><span style="text-decoration: underline;"><strong>Mighty Mite and Jr. Mighty Mite Divisions</strong></span></h1>
<p>There is a reason why these kids are called Mighty Mites! The La Habra Pop Warner Mighty Mite program is designed to instruct the young players about the total package: tackle, sportsmanship and teamwork. Mighty Mite athletes will apply the skills they have gained from flag football in an effort to polish them “full gridiron” in full pads. They will learn body/gear dynamics with helmet and shoulder pads. They will swiftly soul search and reflect if full contact at full speed is the fun they crave.  It’s the first step in meeting continued to grow to enjoy for love of the game.  The Mighty Mite Division will infuse teamwork, composure, pride and feeling of accomplishment.  Program goal is about gaining a step closer to the competitive level of tackle football in these young athletes.</p>

<p><strong><span style="text-decoration: underline;">Why does my child need to be present at registration? <a id="a2" name="a2"></a><br />
</span></strong>Tackle players must prove weight and be fitted for equipment.<br />

<p><strong><span style="text-decoration: underline;">Why does my child need to have a physical?</span></strong><a id="a3" name="a3"></a><br />
It is a mandatory rule that each child been considered physically fit by a professional in order to participate. Each child must provide the team staff with a form of physical fitness proof that has been conducted within the 2009 season prior to the first day of practice. If a child is missing his or her proof of physical fitness by the first day of practice, he or she will be denied participation to take the field until the condition has been met. Many efforts are being made to make the physical exam assessable and cost efficient. You may choose to take advantage of our sponsored exam arrangements or simply take our provided form and visit your personal physician. The completed form must be stamped by the attending physician for authentication. A legal parent or guardian of the registering child must sign the physical form. </p>
<p><strong><span style="text-decoration: underline;">What is the definition of first come first serve in La Habra Pop Warner?</span></strong> <strong><span style="text-decoration: underline;"><a id="a4" name="a4"></a><br />
</span></strong>The registration process is conducted on a first come, first serve basis. Basically the first 35 children to sign up as a player or as a cheerleader are guaranteed to be placed on a team.  If an assembly of children between one certain team (#1 team) and a 2nd anticipated team (#2 team) in one division does not meet a minimum of a board determined assembly of children, there is a possibility that the second team may not be formed.  Once the first 35 children have registered in any one division, the subsequent applicants will be placed on a waiting list until the computation has been met.</p>
<p><strong><span style="text-decoration: underline;">What if I have more than one child, will they be able to be on the same team?<a id="a5" name="a5"></a><br />
</span></strong>The league makes a consorted effort to keep siblings together on the same team as long as they fall within the age<strong> </strong>and or weight schematic. A child’s league age is determined by his or her age as of July 31, 2012. Whatever the child’s age is at that time, determines the category of the age schematic the child will qualify for placement as a participant. An example would be if a child is 4 years old by July 31st but their birth day is on August 1st, they will not be eligible as a participant. Another case would be if a child is 15 on July 31st and turns 16 by August 1st they would be eligible. If a child is 15 during sign ups and turns 16 on or prior to July 31st. that child will be ineligible. Requests are taken but not guaranteed for specific coaches. Our goal is to keep the kids together with the same coach and or teams throughout your child’s Pop Warner years. We as a league also look out for the safety of all participates, so we have the authority to place them in the lowest possible division according to their age and or weights.</p>

What will my player child wear for practice &amp; games?<a id="a7" name="a7"></a><br />
</span></strong>The league provides equipment for tackle and flag division players during the season. This equipment is on loan (except for the game jersey which the child keeps after the end of the season). Your child will be provided with a helmet, pads, practice and game pants, a practice jersey and game jersey. These items are provided by the league through registration fees and fund raising efforts. The family is responsible for purchasing cleats, socks and a mouthpiece.</p>
<p><strong><span style="text-decoration: underline;">What will my cheerleader wear for practice &amp; games?<a id="a8" name="a8"></a><br />
</span></strong>Cheerleaders are provided with a short and shirt set for practices. The cheer uniform package includes a shell, skirt, liner, brief, 1 pair of socks, a hair bow and pom poms. The cheer uniform package is not included in registration. Returning Lady Lions from 2008 may wear their uniforms providing they fit properly or replacement items can be purchased from the league as needed prior to the uniform ordering closing date. The league does not make any profit on this cheer uniform package. Shoes are an additional cost. <p><span style="text-decoration: underline;"><strong>How long is the Pop Warner Season?</strong></span> <a id="a9" name="a9"></a><br />
As of now will begin during a governing body determined day during the last week of July and continues through late November (mid Oct. for Flag). Tackle teams Jr. Pee Wee through Midget may choose to travel sometime during the first two weeks of December for invitational games. Occasionally and rarely, due to a team or cheer squad that may achieve play off or competition placement standings may have various schedules for extended travel. Team goals include playoff and championship objectives so if a team or squad does achieve this, extended activity must be expected. End of season banquets are conducted before the yearend or into January for a team that will travel for an invitational.</p>
<p><strong><span style="text-decoration: underline;">Will my child be safe? </span></strong><a id="a10" name="a10"></a><br />
Pop Warner is the only youth program that sets and enforces a strict age/weight matrix that reduces the risk and reality of injuries. Coaching staff will determine placement of the child depending on ability to ensure the safety of the child. Pop Warner football and cheer has strict guidelines for protecting the safety of our kids and requires that <span style="text-decoration: underline;">EVERY</span> participating child play or cheer in <span style="text-decoration: underline;">EVERY</span> game.</p>
<p><strong><span style="text-decoration: underline;">Will my child get to play?</span></strong><a id="a11" name="a11"></a><br />
Pop Warner has a &#8220;no cut&#8221; rule and players will compete with kids of similar age and size. Pop Warner football and cheer has strict guidelines for protecting the safety of our kids and requires that <span style="text-decoration: underline;">EVERY</span> participating child play or cheer in <span style="text-decoration: underline;">EVERY</span> game.</p>
<p><strong><span style="text-decoration: underline;">What is the commitment for practice? <a id="a12" name="a12"></a><br />
</span></strong>Generally practices are conducted 4-5 days a week during August (depending on coaching staff) with scrimmages during the third and fourth Saturday. After Labor Day, practices are reduced to 3 evenings a week with games on Saturdays. A typical practice lasts 2 1/2 hours including breaks. Each coach has a developed policy about practice guidelines that each team member shall abide by.</p>
<p><strong><span style="text-decoration: underline;">Where will my child practice?</span></strong><a id="a13" name="a13"></a><br />
The membership is extended about various city park facilities or schools within a 2 ½ mile radius of one another, or the center of town for La Habra residents for the month of August. Cheerleaders will begin practice at Esteli Field for the first and possibly second week of August so that they may receive practice uniforms, uniforms and practice collectively for the parade cheer. Once these activities are complete the cheerleaders will join the football team at whichever location they may be at. All practice activities will commence to Esteli Field after Labor Day all the way through the season end.</p>
<p><strong><span style="text-decoration: underline;">Where are the games played?<a id="a14" name="a14"></a><br />
</span></strong><strong> </strong> Included travel throughout the OEC territory ranges from South County to Pasadena. Home games are played at Esteli Field in La Habra. All teams Jr. Pee Wee level and up have an opportunity to travel during the end of Nov through the first two weeks of December for invitational games. A typical time line for games in which you must travel includes; travel time and approximately three hours between arrival, warm up, game time and end of game coach to team discussion. Some teams may attend a pizza party afterwards for the enjoyment of the children and an activity such as this is not included in the game timeline. <p><strong><span style="text-decoration: underline;">What time is practice at? <a id="a15" name="a15"></a><br />
</span></strong>Prior to Labor Day, practices generally begin at 5 pm. Some teams start at 6 pm. The practice guideline for August is 2 ½ hours each day.  After Labor Day, practice is usually spit in two shifts to accommodate all of the teams. The first group is usually Flag, Mighty Mite and Jr. Pee Wee divisions which begin approximately at 5pm and end at approximately 7:15pm for each session. The upper divisions, Pee Wee, Jr. Midget and Midgets normally begin practice at 7pm and go through 9pm for each session. If you feel that becoming a member may be a transportation problem, please communicate your concern with staff. There is always a team staff or parent that is happy to help a child get to practice or to a game if there is a situation at hand that makes it difficult.</p>
<p><strong><span style="text-decoration: underline;">Why do you need my child’s report card?</span></strong><a id="a16" name="a16"></a><br />
Pop Warner is the only youth sports program that requires participants to be academically fit in order to participate in football or cheerleading. At La Habra Pop Warner, we believe that athletics and academics go hand in hand. It is a National Pop Warner condition that a child proves academic fitness in order to participate. A “C” grade point average is acceptable. The exception would only be a child that is permitted a waiver through the principal of his or her school. Only the Little Scholar Coordinator may help you arrange the waiver. <p><strong><span style="text-decoration: underline;">Should I expect any extra circular team activities? <a id="a17" name="a17"></a><br />
</span></strong><strong>YES!</strong> Although is not mandatory that each child participate in team fundraisers, it is only right that everyone make a consorted effort to take part. The teams will be fundraising at various levels to achieve it’s redline commitment and for a year end banquet or possibly travel. Parents will be asked to assist with snack shack duties also. The concession stand is our 2nd largest fundraiser. If we have a proficient and effective snack shack our league proceeds will continue to keep registration costs to a minimum. During the season there will be league activities to partake with. Teams and individuals may participate in the Relay for Life, Intercoastal Watershed Clean up Day or league fundraisers such as the Parent Social and cookie dough fundraiser. We want all of our kids to receive further education on D.A.R.E. so the league conducts a Red Ribbon Day with activities annually. Cheerleaders will partake in a cheer expo to show off their talents to our membership as a pre-competition exhibit. We want to show everyone in town how awesome our kids are so it is obligatory that each child partake with marching in the annual Corn Festival parade.  <strong>We are family, this is what family does! Together we are one!</strong></p>
<p><strong><span style="text-decoration: underline;">How do I request a refund?<a id="a18" name="a18"></a><br />
</span></strong><strong>Refund Policy</strong><br />
Registration fees will be refunded in full only under the following circumstances.</p>
<ul type="disc">
<li>If circumstances require that the child drop from participation and the league is informed in writing prior to June 1st of the current year.</li>
<li>If the organization fails to certify a team which the child is able to participate in and the child is unable to move up or down to another team with in the organization.</li>
<li>If the child is injured prior to his/her first game and can no longer participate for the remainder of the season.</li>
<li>Please note: Players that fail to meet weight requirements prior to certification day will be moved up or down to another team within the organization whenever possible. Failure to make weight is not a valid reason for a refund.</li>
<li>Failure to certify due to lack of proper documentation is not a valid reason for a refund. Requests for refunds from June 1st- August 1st will be subject to a $35 handling charge.  Requests for refund between August 1st and September 1st will be entitled to a 50 % refund from the initial registration sum for each individual child.</li>
